India-Dubai flight norms to be eased from June 23; Here are Six COVID Rules Passengers Need to Follow
The second wave of COVID-19 has affected each and every financial sector of India. Whether it is health care or marketing, software or hardware, in some or other way every sector is facing the lowest period of the economic cycle. After the second wave started, Dubai suspended all the flights including those operated under special arrangements from 24th April 2021. With this decision, thousands of UAE residents, employers, and job seekers were stuck in India without work. With continuous monitoring on the circumstances recently the Supreme Committee of Crisis and Disaster Management passed the updated protocols allowing the passengers to return from countries including India, Africa, and Nigeria.
The Administration of Dubai notified that passengers flying from India have to be vaccinated with two doses of UAE approved vaccines. They have to bring a PCR negative test and will be checked for COVID 19, before 4 hours of take-off and after landing at the airport. The details of the guidelines are given below.
Introduction
The authorities in Dubai have relaxed the norms for passengers (visa holders and migrant employees) flying from India, Africa, and Nigeria on the third Saturday of June 2021. The Supreme Committee of Crisis and Disaster Management of Dubai passed the new order, allowing the passengers holding UAE residency visas stuck outside Dubai to return from countries including India, Africa, and Nigeria. The order will be effective from 23rd June 2021.
According to the new rules, the passengers who have a residential visa for Dubai and who have received two doses of UAE-approved vaccines including Pfizer-BioNTech, Sputnik V Sinopharm, and Oxford-AstraZeneca, are allowed to travel to Dubai. With the vaccine certificate, they have to present a negative PCR test certificate (must be QR Coded) for COVID-19, taken 48 hours before departure.
The Administration of Dubai notified that passengers flying from India will be checked for COVID-19 test, Polymerase Chain Reaction (PCR) Test, 4 hours before the departure and on arrival in Dubai. Following this, they will have to undergo institutional quarantine until they receive the results of PCR test which may take 24 hours.
Due to the onset of the second wave of COVID-19 in India, UAE authorities have decided to suspend the flights from India, operated under special arrangement, from 24th April 2021.
Owing to this suspension, many of the Dubai residents and employees were stuck outside. The suspension was scheduled to end in May for Indian passengers, but extended due to a surge in COVID 19 cases in India. Not only India but Pakistan, Bangladesh, and other Southeast Asians were also not allowed to travel to Dubai. The passenger flights of Emirates from India were suspended till 6th July 2021. UAE nationals, Golden Visa holders, and members of diplomatic missions complying with revised protocols of COVID 19 were exempted from travel.
As soon as Dubai authorities eased travel curbs for passengers from India, Emirates, thanking the committee for their continuous efforts in monitoring the development of situations and publicizing the guidelines, and safeguarding the travel sector as well, announced the resumption of flights connecting India from 23rd June 2021.
Six Covid Safety Rules Passengers from India Have To Follow
On Saturday, 19th June 2021, Dubai’s Supreme Committee of Crisis and Disaster Management, announced the updates in travel protocol for inbound passengers from India, Africa, and Nigeria. As part of easing inbound travel restrictions, the committee introduced updated protocols effective from Wednesday, 23rd June 2021. As per the committee, updated travel protocols are part of a regular process of optimizing and revising measures dependent on current local, regional, and international circumstances. These updates are aimed to bridge trade and travel between the east and west, including that with endeavour of enabling Dubai to continue serving as a commercial hub across the globe.
1. Must be vaccinated with two doses of any of the COVID-19 vaccines
As per the committee, the passengers seeking travel to Dubai, should have received two doses of a vaccine approved by UAE authorities. Till date four vaccines are approved by the UAE for use against COVID-19. These include vaccines by Sinopharm, Pfizer-BioNTech, Sputnik V, and the latest by Oxford-AstraZeneca. These vaccines are offered by the UAE to the citizens as well.
2. Must have received a negative test result from an RT-PCR test within 48 hours of taking the flight
The travellers must have a negative RT-PCR test of COVID-19 taken within 48 hours before flight departure. The citizens of UAE are exempted from this requirement: they don’t need to present negative RT-PCR taken within 48 hours before departure. Note that the test sample for RT-PCR should be collected in 48 hours before departure, and the negative results should be certified. If the subject has given the sample before 48 hours of departure and receives the results within 48 hours, such cases may not be considered valid.
3. PCR test result certificates must be QR coded
As per the guidelines announced by the committee, only those COVID-19 RT-PCR test results, obtained from certified laboratories, issuing QR codes linked to the original report will be considered as valid reports. Such a step is taken to prevent any mischief and fraud done by travelers. To meet the regulatory requirements of negative test results many travellers have generated and edited the reports. Hence to prevent such false and forged negative reports, laboratories have started to authenticate the reports by providing QR coded test certificates, such QR coded results are easily validated at airports.
4. Must take a rapid PCR test four hours before boarding
All the travellers have to undergo a rapid PCR test four hours before boarding. Under rapid test, a nasal swab is analyzed on the spot for checking the presence of the virus. The benefits of rapid tests include fast turnover time and low cost which acts as additional conformity steps. Further, the major disadvantage is its level of accuracy. The accuracy of the test may vary with several factors like symptoms, time course of disease, brand used for test. The accuracy may range between 40 to 72% approx. Hence, there are chances of false positive and false negative results in rapid tests.
5. Must undergo a PCR test upon landing at the Dubai airport
The passengers seeking to travel Dubai have to go for a PCR test upon landing at the Dubai airport. The test is done to get final confirmation that the traveller, entering Dubai, is not COVID-19 positive and is safe for the entry. In case if the traveller is found positive for COVID-19 at Dubai airport, he/she has to undergo isolation and follow Dubai Health Authority guidelines.
6. Must remain under institutional quarantine till the results of the PCR test taken at the airport is released
The final requirement to be fulfilled by a traveller is that he/she cannot leave the airport until the test reports are shared. Till that period, the traveller has to remain under institutional quarantine. It may take up to 24 hours to release the reports. If the reports are negative, travellers can leave the airport but if found positive, he/she has to undergo a quarantine period and obey the guidelines of Dubai Health Authority. Note that UAE citizens and diplomats can leave the airport after arrival as they are exempted from the institutional quarantine.
